Common-law marriages before 1997
Georgia stopped recognising new common-law marriages on January 1, 1997. One formed in Georgia before that date is still valid, but there is no certificate for it, because no licence was ever issued.
A couple in that position who have to prove the marriage abroad or in an immigration case are proving it with other evidence, and sometimes with a court order. Those documents can be translated; a translation cannot turn them into a certificate.
Guatemalan marriages
In Guatemala a civil marriage can be celebrated by a notary as well as by a mayor, and it is then registered with RENAP, the national registry. The notary's instrument and the RENAP certificate are different documents. For a US filing the registry certificate is the record, and it is the one to translate.
