Start with the extended certificate. The City Clerk issues an extended version of the marriage record intended for foreign use: besides the couple, it shows both spouses' parents and their countries of birth, the officiant, and where the ceremony took place - the details a foreign registry usually asks for.

Three steps follow before it travels: a certified copy bearing the City Clerk's original signature; verification of that signature by the County Clerk in Manhattan; and the apostille - or, for a country outside the Hague Convention, a certificate of authentication - from the Department of State. Skipping the County Clerk is the classic mistake: the Department of State authenticates the signatures of state officials and county clerks, not the City Clerk's on its own.

Once apostilled, certificate and apostille are translated together.
