New York adds a step that most states do not have, and it is the reason so many notarized translations from this city get rejected. A document notarized by a New York notary must be authenticated by the County Clerk of the county where that notary is commissioned before the Department of State will issue an apostille.

New York notarization versus New Jersey notarization
Which state's notary is used changes the chain. A New York notarization requires County Clerk authentication and then the New York Department of State. A New Jersey notarization goes to the New Jersey Division of Revenue and Enterprise Services directly.
Neither is better in the abstract, but for a translator's certificate — where the notary is attesting to our signature, not to your document — the New Jersey route is usually fewer steps and fewer days.
Note that this only affects the translator's certificate. If the underlying document is a New York record, that record's own authentication still goes through New York.
When you genuinely need this
Consular filings, some university registrars, some foreign civil registries, and occasional court orders. Not USCIS — 8 CFR 103.2(b)(3) requires certification, not notarization.
If an institution has told you verbally that you need a "notarized translation", ask them to put the requirement in writing. A large share of the time what they actually want is a certified translation, which you already get by default.

Why does New York need a County Clerk step?
