Birth Certificate Translation in Pennsylvania

Philadelphia's West African communities bring Liberian and Sierra Leonean certificates, which are in English, and Guinean and Ivorian ones, which are in French and need translating. Late registration is common across the region, and the certificate usually says so on its face.
