In Illinois, driver's licenses are issued by the Secretary of State. Since July 2024, residents who cannot show lawful status have been able to get a standard license instead of the old temporary visitor's license, with a foreign passport or consular ID among their documents.
Holders of non-commercial licenses from France, Germany, South Korea and Taiwan may be able to exchange them without the full tests.

What the Secretary of State expects of a translation
