Pakistani divorces and the union council
Devon Avenue on Chicago's North Side is the centre of one of the largest Pakistani communities in the country. Under Pakistan's Muslim Family Laws Ordinance, a husband who pronounces talaq must give written notice to the chairman of the local union council, and the divorce takes effect 90 days after the notice unless it is revoked.
The union council then issues a certificate that the divorce has become effective, and NADRA can issue a computerised divorce registration certificate. Those are the documents that prove a Pakistani divorce for a US filing; a talaq deed on its own does not show that the 90 days have run. Each is translated in full.
