New Jersey vital records come from two places: the State Registrar in Trenton, or the local registrar in the municipality where the event occurred. Both issue certified copies, and both are acceptable to USCIS and to foreign authorities. What is not acceptable is a photocopy that a notary has stamped — that is a notarized copy, not a certified record, and it is refused constantly.
The Superior Court of New Jersey handles family, probate and civil matters county by county, and each vicinage expects foreign-language exhibits to arrive with a certified English translation attached to the original. County Clerks certify notary signatures, which is the step before an apostille for notarized documents.
And New Jersey is one of the few states where apostilles do not come from a Secretary of State. They are issued by the Division of Revenue and Enterprise Services in the Department of the Treasury.
