Birth Certificate Translation in Florida
Florida birth certificates can be ordered from the Bureau of Vital Statistics in Jacksonville or through a county health department office, and they are apostilled by the Florida Department of State. That route covers most destinations - but not the one many Florida families need most.
Cuba is not a party to the Hague Apostille Convention. A Florida birth certificate going to a Cuban authority needs consular legalisation instead of an apostille, which is a different process with its own timeline.

Cuban and Haitian birth records
A Cuban certificación de nacimiento is issued by the Registro Civil from a bound registry book, and identifies the entry by tomo and folio. Those references are how the record is found again and they belong in the translation exactly as printed, along with any marginal notes recording later changes.
Haitian records work differently. What most applicants hold is an extrait des archives - an extract drawn from the national archives, often issued years after the birth, in French with occasional Creole annotations. It is translated as an extract, with its own issue date shown, because presenting it as the original registration would misstate what it is.
Florida's other registries
Venezuelan, Colombian and Brazilian records complete the picture. Colombian certificates may be issued by the Registraduría or by a notary acting as registrar; Brazilian ones by a private cartório under state delegation. The issuing office is named as it appears, whichever it is.
