Birth Certificate Translation in New Jersey
A New Jersey birth is registered with the local registrar of the municipality where it happens, and a certified copy can come either from that local office or from the state Office of Vital Statistics and Registry in Trenton. Both are genuine. What no consulate or USCIS officer will treat as a vital record is a photocopy that a notary has stamped, however official the stamp looks.

For a dual-citizenship application or a foreign civil registry, a New Jersey birth certificate is apostilled by the Division of Revenue and Enterprise Services in the Department of the Treasury - not by a Secretary of State. The Division looks to certified copies from the state Office of Vital Statistics and Registry, so for an apostille order from Trenton rather than the local registrar; no notary is involved. The apostilled certificate is then translated into the destination language.
