What an apostille is, and what it is not
An apostille certifies that a signature, seal or stamp on a public document is genuine, so that another country party to the Hague Apostille Convention will accept it. It says nothing whatsoever about the content of the document, and it is not a translation.
If the destination country is not party to the Convention, an apostille is the wrong instrument entirely — those documents need consular legalisation through the destination country's embassy, which is a longer and different process.
And if a US body is going to read a foreign document, an apostille is usually irrelevant. USCIS wants a certified translation, not an authentication.
Two routes for New Jersey documents
Vital records — birth, marriage and death certificates — should be certified copies from the state Office of Vital Statistics and Registry in Trenton, which holds records from 1923 on; older records come from the State Archives. No notary is involved.
Notarized documents — powers of attorney, affidavits, translator certificates — go to the Division directly, carrying the original ink signatures of both the New Jersey notary and the person who signed. A photocopy with a notary stamp on it is not a notarized original.
Getting the route wrong is a common reason a New Jersey apostille request comes back.
Sequencing with translation
Where a document needs both an apostille and a translation, the apostille normally attaches to the original and the complete package — original plus apostille — is translated afterwards. The apostille certificate itself contains text that the receiving authority will want to read.
Some countries specify the reverse order. Send us their written requirement before anything is ordered; reversing it later means paying for both steps again.
