Many Haitian applicants hold extraits des archives issued years after the event, or reconstituted records issued after the earthquake. These are legitimate documents and USCIS is familiar with them. What matters is that the translation shows clearly what kind of record it is and when it was issued, rather than presenting a 2015 extract as though it were a 1978 registration.
