A Mexican graduate typically holds a título profesional from the university, confirming the degree, and a cédula profesional from the federal government, authorising them to practise. Degree titles often use licenciado or licenciada - a bachelor's-level title in Mexico, not a licence - and "Licenciado" is also used as a courtesy title, abbreviated "Lic."
The translation renders the título and the cédula as separate documents and keeps "Licenciado en ..." with its English rendering, so the level is not misread.
