New York has a step in its authentication chain that catches almost everyone. A document notarized by a New York notary cannot go straight to the Department of State for an apostille — the County Clerk in the county where that notary is commissioned has to authenticate the notary's signature first. Skip it and the package comes back.

For translations specifically, the volume here is driven by three things: 26 Federal Plaza, which is among the busiest USCIS field offices in the country; the university registrars across CUNY, SUNY, NYU and Columbia that ask for certified translations of foreign transcripts; and the Unified Court System, where foreign-language exhibits need a certified English version to be admitted.
