The County Clerk step
A document notarized by a New York notary cannot go directly to the Department of State for an apostille. The County Clerk in the county where the notary is commissioned must authenticate that notary's signature first. The Department of State authenticates county clerks; county clerks authenticate notaries. Skip a link and the package is returned.
New York City birth and death certificates add a variation of their own. They are issued by the NYC Department of Health and Mental Hygiene, and for use abroad they must be ordered with a Letter of Exemplification and then authenticated by the New York County Clerk before the Department of State acts. Records from the rest of the state come from the New York State Department of Health.
The Unified Court System — Supreme Court at county level, plus Family and Surrogate's Courts — receives translated evidence daily and expects a signed certificate of accuracy with it.
USCIS offices across the state
New York State has field offices in Manhattan (26 Federal Plaza), Queens (Long Island City), Long Island, Albany, Buffalo and Syracuse. Which one handles your interview depends on your address, and it is stated on your appointment notice.
The translation requirement is the same at every one of them: complete English translation, translator's certification, original document alongside it. Notarization is not required by USCIS.
Academic credentials
CUNY, SUNY, Columbia, NYU, Cornell and Fordham between them process an enormous volume of foreign transcripts. Credential evaluators will not begin without a complete certified translation attached to the original-language document.
We translate grading scales as printed and do not convert foreign grades into US equivalents — that is the evaluator's job, and pre-empting it causes rejections.

Why does New York need a County Clerk certification?
Because the Department of State authenticates county clerks, and county clerks authenticate the notaries commissioned in their county. NYC birth and death certificates go through the New York County Clerk as well, together with a Letter of Exemplification from the Department of Health.
Does USCIS in New York require notarized translations?
No. 8 CFR 103.2(b)(3) requires a certified translation with the translator's statement of competence and accuracy. Notarization is not part of the requirement.
Do you serve upstate New York as well as the city?
Yes. Everything is delivered electronically, so Buffalo, Rochester, Syracuse and Albany get the same 24-hour turnaround as Manhattan.
